Memorandum of Understanding for Mutual Recognition of Vehicle Insurance Policies

Within the interstate dialogue, Kosovo and Serbia, reached the Memorandum of Understanding for mutual recognition of vehicle insurance policies, under the facilitation of the European Union and the European Council of Bureaux.

This agreement was signed in the presence of high representative of the EU Mrs. Federica Mogherini, Prime Minister of the Republic of Kosovo, Mr. Isa Mustafa, and Prime Minister of Serbia, Mr. Aleksandar Vucic.

This agreement was initiated through the insistence of Kosovo and was part of ongoing discussions since the beginning of 2013.

With this agreement, vehicles registered in Kosovo will be able to enter the territory of Serbia with MTPL insurance, while vehicles registered in Serbia will be able to enter under the Green Card system. In this way parties have removed an unfair barrier on the free movement of citizens of Kosovo.

This agreement also enables the establishment of a mutual cooperation between Kosovo Insurance Bureau and the Association of Insurers of Serbia.

This agreement is of particular interest for the citizens of Kosovo because it reduces the cross-border expanses for vehicles.

Kosovo delegation led by Minister Edita Tahiri, was composed of: Qemajl Marmullakaj, Coordinator of the Insurance Issues; Rahim Pacolli, Technical level Head of delegation and Chairperson of the Insurance Assembly; and Faton Abazi, Director of the Kosovo Security Bureau.
